Dr. Osahon Enabulele is a Chief Consultant Family
Physician/ Consultant Special Grade I, a Fellow of the
West African College of Physicians (FWACP), Fellow of
the Nigerian Medical Association (FNMA), and holds a
Masters degree in Health Planning and Management
(MHPM). He has special interest in Primary medical
care, Family care, Health system development, Health
advocacy, Professional leadership and Medical ethics.
Over the last two (2) decades, Dr. Enabulele has
committed himself at home in Nigeria, across Africa,
and Internationally, to the advancement of the medical
profession, strengthening of healthcare systems,
medical ethics, as well as promotion of the well-being,
rights and autonomy of physicians.
Since the year 2006 when he first attended a World
Medical Association (WMA) General Assembly during
the 57th WMA General Assembly held in Pilanesberg,
South Africa, Dr.Enabulele has actively participated in
several Council sessions, Committee meetings and
General Assemblies of the World Medical Association.
His work at the international level is centered on a
strong resolve and commitment to work with his
colleagues around the world to engender better health
care across the globe and promote the ideals and
objectives of the WMA, particularly as it concerns
medical ethics, physician well-being, the rights and
autonomy of physicians, and Universal health
coverage.
He is a strategic thinker, medical
leader and proven team player with
an understanding of different
countries and cultures, and with a
unique ability to bridge different
perspectives and stand points.

By virtue of being a member of the Executive Committee of the World Medical
Association (WMA) from 2019 to date, Dr. Enabulele is quite conversant with
the workings, dynamics and affairs of the World Medical Association, and has
made contributions to the WMA in the following capacities, amongst others:
Dr. Enabulele is the Coordinator, Coalition of African National Medical
Associations (CANMA) made up of National Medical Associations (NMAs) in the
African region (2017 to date).
1. Chairman, Socio-Medical Affairs Committee (SMAC) of WMA (2019 to date).
As Chairman of SMAC, Dr. Enabulele coordinated the Committee’s revision and
approval of various WMA policy documents for the consideration and approval of
the WMA Council and General Assembly. These include the WMA Statement on
Violence and Health; the WMA Statement on Medical Liability; the WMA Statement
on Family Violence; the WMA Statement on Medical care for Migrants; the WMA
Resolution on Violence against Women and Girls; etc.

3. Member, Finance and Planning Committee of WMA (2019 to date).
4. Member, Policy Review Committee of WMA (2017 to 25th
April, 2019).
5. Advisor, Finance and Planning Committee of WMA (2017-2018).
6. Chairman, WMA Workgroup on Bylaws Amendment.
7. Chairman, Scientific Session of the WMA Africa Regional End-of-Life Meeting on
“An Excursion into the End-of-Life Spectrum: Defining the boundaries between
Palliative care, Euthanasia and Physician-assisted Suicide”, held on 1st and 2nd
February, 2018.
Dr. Enabulele has functioned as Coordinator of CANMA since its establishment, and under
his stewardship the coalition has made appreciable progress, with a remarkable growth in
its initial membership, of over a hundred percent (100%).
The Coalition which, amongst other objectives, is aimed at mobilizing and harnessing the
potentials and strengths of National Medical Associations (NMAs) in the African region, is
currently made up of National Medical Associations from the Democratic Republic of
Congo, Ethiopia, Gambia, Ghana, Kenya, Mozambique, Nigeria, Rwanda, Senegal, Somalia,
Somaliland, South Africa, Tanzania, Uganda, Zambia, and Zimbabwe.

Dr. Enabulele is a Past President of the Nigerian Medical Association (NMA)
(2012-2014). His tenure as President of NMA brought a lot of vibrancy and
visibility to the Association, with the achievement of several feats, amongst
which are:
Dr. Enabulele is the President, Commonwealth Medical Association (2019 to
date).
The Commonwealth Medical Association (CMA) was founded in November
1962 and is made up of all National Medical Associations in the 54 countries of
the Commonwealth of Nations.
1) The unconditional recall and reinstatement of 788 physicians who were unjustly
dismissed from public service by the Lagos State Government of Nigeria in the
year 2012, simply for speaking out about their working conditions and ethical
obligations.
2) Pursuit of improved welfare and conditions of service for Nigerian physicians,
with restoration of the relativity principle in the determination of wages in
Nigeria’s public healthcare sector.
3) Institution of regular four monthly conduct of free Comprehensive Medical
Missions/Health Outreaches, with the full complement of free medical, dental,
surgical and laboratory services. Through this Corporate Social Responsibility
project, several thousands of indigent Nigerians have had access to free medical
care through the Nigerian Medical Association (NMA).
4) Institution of free health checks for Physicians at all national meetings and
activities of the Nigerian Medical Association (NMA).
5) The convocation of the historic 1st NMA National Health Summit, which was held
in Asaba, Delta State of Nigeria from January 20-27, 2013.
This summit which was the first-ever in the over 50 years existence of the
Nigerian Medical Association, was attended by over 2, 000 physicians and other
health professionals. It developed a blueprint for repositioning the Nigerian
Medical Association and Nigeria’s health care delivery system.
6) The initiation and successful organization of the NMA Maiden National Doctors’
Games, held in Eket, Akwa-Ibom State of Nigeria between the 16th and 22nd of
February, 2014. Up to 5 editions of the Doctors’ Games have so far being held (as
at April, 2020).
7) Dr. Enabulele led the Nigerian Medical Association to play a leading role in the
public campaigns and push for the passage of Nigeria’s 2012 National Health Bill
(NHB). These campaigns largely contributed to the enactment of Nigeria’s first
comprehensive national legal framework for the regulation, development and
management of Nigeria’s health system (National Health Act 2014).

Dr. Enabulele is a former Member of the Medical and Dental Council of Nigeria
(MDCN) (2013-2014), and a former Member of the Medical and Dental Council
of Nigeria Disciplinary Tribunal (2013-2014).
Dr. Enabulele is a public affairs and policy analyst, an impactful speaker and
prolific writer with over 40 public Keynote addresses/Guest lectures and over
30 original papers, articles and research works, amongst which are:
As President of the CMA, Dr. Enabulele’s leadership has made significant strides,
including forging greater synergy between the CMA and the WMA, improving the
visibility of the CMA, promotion of the rights and autonomy of physicians, advocacy to
stop violence against physicians, establishment of the Commonwealth Medical Journal,
the development and implementation of policies and programs with positive impact on
health systems in the Commonwealth of Nations, amongst other strides.
The MDCN is the regulatory body for the medical and dental professions in Nigeria.
Dr Enabulele is a Teacher and trainer, Member of Accreditation Panels, Member of the
Lagos University Teaching Hospital (LUTH) Board of Management, Life Member of the
World Organization of Family Doctors (WONCA), and Honorary Fellow, Health Writers
Association of Nigeria (HEWAN).
He is the Founder, Initiative for Citizens’ Health and Good Leadership Development.

Dr. Osahon Enabulele is happily married to his lovely wife, Dr (Mrs) Joan Enabulele (an Associate
Professor & Consultant Restorative Dentist, and past Head of Department, Department of
Restorative Dentistry, University of Benin/University of Benin Teaching Hospital, Benin City, Edo
State, Nigeria) and blessed with three lovely children (Master Efosa Benedict Enabulele, Miss
Omorovbiye Victoria Enabulele and Master Osarumwense Michael Enabulele
