74th session of the WHO Regional Committee for Europe,

Guidance note for non-State actors
Events
In addition to the plenary sessions of the 74th session of the WHO Regional Committee for Europe
(RC74), which will take place on 29–31 October 2024, there will be other RC74-related events that non-
State-actor (NSA) delegates are invited to attend.
NSA day event
On Monday 28 October 2024, the WHO Regional Office for Europe (WHO/Europe) will be hosting an
NSA day event, starting at 14:00 (CEST) at UN City, Copenhagen, Denmark.
Based on feedback that WHO/Europe has received from NSAs and Member States, we seek to create
more opportunities for networking and NSA visibility during sessions of the Regional Committee.
Together with NSA representatives, WHO/Europe intends to organize a celebratory event to show
appreciation to the NSAs that engage with WHO/Europe, and showcase the potential of our
collaboration and its impact on countries in the WHO European Region. The event will also mark the
launch of the NSA Engagement Plan, which will be presented in the following days at RC74. Further
details about the programme of the NSA day event will be communicated in due course.
Pre-RC74 side events
In response to Member States’ recommendations for more focused discussions during the Regional
Committee plenary sessions, side events will be organized in the run-up to RC74. These events will be
conducted in virtual format every Monday from 2 September to 14 October, between 10:00 and 11:30
(CEST). Further details about the programme, invited speakers and other arrangements will be
communicated in due course.
Statements
NSA representatives will have the opportunity to deliver live statements under the main technical items
on the RC74 agenda and submit written statements for posting on the WHO/Europe website.
Please note that only written statements will be accepted on the agenda items “Matters arising from
resolutions and decisions of the World Health Assembly and the Executive Board” and “Progress
reports”.
Live statements
Live statements are delivered in person during a plenary session of the Regional Committee for Europe.
NSA representatives wishing to make a live statement are kindly requested to forward the text of their

statement to eurorc74@who.int at least 72 hours before the scheduled time of the agenda item they
would like to speak at.
Joint live statements should not exceed 3 minutes, and individual live statements should not exceed
2 minutes. Each statement should be clearly related to an agenda item. In accordance with meeting
procedures, live statements will be permitted at the discretion of the chairperson of the session.
We strongly encourage NSA delegates to prepare joint statements, which will be given priority. For this
reason and at the request of NSAs that attended previous sessions of the Regional Committee, a list
with contact details will be shared to facilitate networking and the preparation of joint statements.
Please get in touch with other NSAs before the Regional Committee session to develop a statement.
Live interventions should be delivered at a moderate pace (110 words per minute). As an example, a
3-minute intervention should not exceed 330 words – that is, a single page.
Written statements
Written statements (individual and joint) should be submitted to eurorc74@who.int by 4 October 2024.
Written statements received before the session will be posted on the RC74 website. This will allow
Member States and other stakeholders to consider the opinions and perspectives of their constituencies
before the session. The statements will also be acknowledged during the Regional Committee session
and in the official RC74 meeting report.
Each written statement should be limited to 600 words, be in one of the official working languages and
bear the name of your organization. Statements should clearly mention the agenda item(s) to which
they refer.
