GUIDELINES FOR PARTICIPATION OF INTERGOVERNMENTAL AND
NON-STATE ACTORS IN OFFICIAL RELATIONS
WITH THE WORLD HEALTH ORGANIZATION
AT THE SEVENTY-THIRD SESSION OF THE
WHO REGIONAL COMMITTEE FOR THE WESTERN PACIFIC
24–28 October 2022
The World Health Organization (WHO) values its partnerships with intergovernmental,
nongovernmental and other organizations (referred to as “non-State actors”) in official relations
and recognizes their importance in achieving global health outcomes. In this regard, we encourage
their participation in sessions of the Regional Committee.
Participation in such meetings is governed by WHO’s Framework of Engagement with
Non-State Actors, adopted by the World Health Assembly in May 2016.1
Non-State actors (NSAs)
may participate at the Regional Committee without the right to vote.
Notification of participation at the Regional Committee
NSAs in official relations with WHO automatically receive an invitation to the annual
session of the Regional Committee and are kindly requested to inform the Regional Office of the
name(s) of their representative(s) by 22 September 2022.
Regional Committee documentation
Representatives of NSAs in official relations with WHO may visit the Regional Committee
webpage (https://www.who.int/westernpacific/about/governance/regional-committee/session-73)
to access all working documents in English and French prior to the opening day of the session.
Documentation issued during the session, such as daily journals and resolutions, will be made
accessible online.
Delivery of statements at the Regional Committee
Representatives of NSAs in official relations with WHO will be given an opportunity to
make a statement under the agenda item relating to their activities.
NSAs are encouraged to submit a recorded video statement. The screening of video
statements at the Regional Committee will be at the discretion of the Chairperson and are
dependent on time available for the respective agenda item. However, all videos will be made
available to participants and on WHO’s website for public viewing.
NSAs are encouraged to use visuals and/or other descriptive elements within the video.
Videos should not exceed two minutes. If preferred, written statements, not exceeding 500 words,
will also be accepted.

Further, statements should not raise issues of a purely political nature that are unrelated to
the agenda item and should not contain any inappropriate or offensive references to Member
States. The nomenclature used to refer to Member States, or areas of Member States, must follow
that of the United Nations. Titles of individuals, organizations and/or specific documents should
be correct. There should be no obvious spelling or grammatical errors.
Representatives of NSAs in official relations are requested to submit their written
statements indicating the relevant agenda item via email to the Protocol Officer
(WPRpartnerships@who.int) not later than 18 October 2022 at 17:00 (Philippine Standard Time).
For those wishing to deliver statements in audio/video form, a designated webpage to upload your
files will be shared with you in due course.
In line with WHO’s commitment to transparency, all statements will be made publicly
available online. In this regard, your submission of audio/video statements signifies your
concurrence that the file will be made available. Further, as statements reflect solely the views of
the NSA concerned, it follows that posted statements do not necessarily reflect the views of WHO,
including its Member States and Secretariat.
