EARLY LIFE AND CAREER
Born on Friday, 29th January, 1971, in Edo State of Nigeria, Dr. Osahon
Enabulele attended Victory Primary School, Benin City, Edo State, Nigeria (1977-
1982), and had his secondary education at Federal Government College, Wukari,
Taraba state, Nigeria (1982-1988). He thereafter studied Medicine at the School of
Medicine, University of Benin (1988-March 1996), from where he bagged a
Bachelor’s degree in Medicine and Surgery (M.B; B.S).
Dr. Enabulele had his Internship training at the University of Benin Teaching
Hospital (July 1996 to July 1997) before proceeding for his National Youth Service
Corps (NYSC) program at the Comprehensive Health Centre, Ikot Effiong-Otop
Okoyong, Odukpani Local Government Area, Cross River State, Nigeria (June 9, 1997-
June 8, 1998).
MARITAL LIFE
Dr. Osahon Enabulele is happily married to Dr (Mrs) Joan Enabulele (a Consultant
Restorative Dentist and Senior Lecturer, Department of Restorative Dentistry,
University of Benin) and blessed with three children (Efosa Benedict Enabulele,
Omorovbiye Victoria Enabulele and Osarumwense Michael Enabulele).

OTHER ATTAINMENTS
In his quest for expansion of his professional horizon, Dr. Enabulele went on to obtain
a Masters’ Degree in Health Planning and Management (MHPM) in the year
2001, and the Fellowship of the West African College of Physicians
(FWACP) in Family Medicine in 2007 (after successful completion of Residency
training in Family Medicine).
Dr. Enabulele is the 1st JUNIOR DOCTOR/RESIDENT DOCTOR in Nigeria to
be elected into the Presidency of the Nigerian Medical Association (NMA).
This followed his unanimous election as National 2nd Vice President of NMA in the
year 2004.
He was subsequently elected as President of Nigerian Medical Association, a
position in which he served from May 4, 2012 to May 3, 2014.
Dr. Enabulele is currently serving a 2nd term as Vice President of the
Commonwealth Medical Association (Representing the West African Region on
the CMA Executive Board; 2013-2016; 2016 to date).
Dr Enabulele is a Life Member of the Society of Family Physicians of
Nigeria (SOFPON) and Member of the World Organization of Family
Doctors (WONCA).

Amongst several other positions he has also held are:

During this tenure he commenced the construction of a permanent
secretariat building/1st Doctors’ House for the State branch and kept
his promise to terminate the branch’s 18years of existence as a tenant by
moving the branch’s operational secretariat from her rented apartment to the
permanent secretariat building on the 22nd of February, 2010.
All meetings and conferences of the Association have been held in the
permanent secretariat building since this movement.

SOME OF DR. OSAHON ENABULELE’S ACHIEVEMENTS AS PRESIDENT
OF THE NIGERIAN MEDICAL ASSOCIATION (MAY 4, 2012-MAY 3, 2014):
(1) The Unconditional Recall of the 788 Physicians who were unjustly
sacked from work/public service by the Lagos State Government of
Nigeria in the year 2012, for simply expressing their legitimate labour rights.
(2) During his tenure as President of the Nigerian Medical Association
(NMA), the NMA association hosted the 1st West African Regional
Meeting anchored and chaired by the then President of WMA, Dr.
Margaret Mungherera. This historic meeting held in Benin City,
Nigeria on Thursday, May 1st, 2014.
(3) Institution of regular four monthly conduct of Free Comprehensive
Medical Missions/Health Outreaches with the full complement of
free medical, dental, surgical and laboratory services. Through this
Corporate Social Responsibility project, over 70, 000 indigent Nigerians have
had access to free medical care through the Nigerian Medical Association
(NMA); The then President of the WMA, Dr. Margaret Mungherera,
flagged off one of such National Medical Missions.
(4) Improved welfare, working conditions/conditions of service for
Nigerian doctors and restoration of the relativity principle in the
determination of wages in Nigeria’s public healthcare sector.
The restoration of the relativity principle made a clear distinction between
physicians’ pay and those of other health workers. Indeed, the current wage
benefits of Nigerian Physicians resulted from the sustained and focused
negotiation efforts of the NMA during Dr. Enabulele’s tenure as President.
Similarly, a new scheme of service for Nigerian doctors was proposed in 2013
during Dr. Enabulele’s Presidency.
(5) The convocation/organization of an all-embracing and historic 1st
NMA National Health Summit which was successfully held in Asaba, Delta
State of Nigeria from January 20-27, 2013. This summit which was the first in
the over 50 years existence of the Nigerian Medical Association was attended by
over 2, 000 physicians. It developed a blueprint for repositioning the Nigerian
Medical Association and Nigeria’s health care delivery system.
(6) Institution and organization of free health checks for Physicians at all
national meetings and activities of the Nigerian Medical Association (NMA).
(7) Institution of Reforms in the Nigerian Medical Association; including
the initiation of a holistic review of NMA’s constitution which was
eventually passed in the year 2017; Reform of NMA Physicians’ week with
selection of indigenous contemporary themes for the week.
(8) Restoration of NMA’s slot at the National Institute for Policy and
Strategic Studies (a foremost Leadership and Management Training Institute
in Nigeria to which NMA nominates her members to undergo leadership
training annually).

(9) Institution and formal launch of Healthy living and Health check-up
campaigns in Nigeria, with the Speaker of the Federal House of
Representatives (National Assembly) as its face.
(10) The successful initiation and organization of the NMA Maiden
National Sports Games for physicians, held in Eket, Akwa-Ibom State of
Nigeria between the 16th and 22nd of February, 2014. Up to four editions of the
Games have so far being held.
(11) Public campaigns and phenomenal push for the passage of Nigeria’s
2012 National Health Bill (NHB), which led to the enactment of
Nigeria’s first comprehensive national legal framework (National Health Act
2014) for the regulation, development and management of Nigeria’s health
system).
(12) The conceptualization and development of the framework for the
NMA National Quiz and Essay Contest, the maiden edition of which was
organized in November, 2017.
(13) The historic push for the reconstitution of the Governing Council of
the Medical and Dental Council of Nigeria (MDCN) which was
unjustly dissolved by the Federal Government of Nigeria in 2011).
This led to the inauguration of the MDCN Governing Council on Monday, 25th
November, 2013 (a day after Dr. Enabulele lost his Father).
The MDCN is the statutory regulatory body for the medical and dental
professions in Nigeria.
(14) Improved relationship with the Executive and Legislative arms of Government
in Nigeria.
(15) Improved participation in the formulation of health legislative bills by the
Legislative arm of Government in Nigeria.
(16) Offer to the Association of a Legislative desk in the National Assembly (Senate
and House of Representatives) by the leadership of the National Assembly. This
was aimed at helping the Association track and follow up health bills at different
stages of processing by the National Assembly.
(17) Improved visibility of the Association in the media (electronic and print).
(18) Sustained delivery of Continuous Professional Development programmes to
Physicians.
(19) Acceptance by the then President of the Federal Republic of Nigeria, Dr.
Goodluck Ebele Jonathan, of the Association’s proposal for a Health and
Hospital Development Intervention Fund to help health facilities/institutions
and health care providers (particularly in the private sector) to access single
digit interest loans and grants to upgrade their facilities and practices.
(20) Promotion of activities and programmes of Medical students and Junior doctors.

ADMINISTRATIVE AND LEADERSHIP EXPERIENCES IN
FEDERAL HOSPITAL BOARDS OF MANAGEMENT:
Dr. Enabulele is very conversant and experienced in Hospital
Management Board room politics and has previously served on several
federal Teaching Hospital Boards of Management in Nigeria, amongst
which are:
 Member, Board of Management of Federal Neuropsychiatric
Hospital (FNHE), Enugu.
 As a member of the Management Board of FNHE, Dr Enabulele was very
well respected for his objective and progressive viewpoints which assisted
in the several progressive reforms brought to bear on the institution. The
Management Board is credited, inter alia, with the phenomenal tarring of
the entire landscape of the hospital, effective and efficient reticulation of
the water supply distribution system, improvement in the quality of care, as
well as unprecedented staff motivation (including the resolution of over
four (4) years of stagnation in staff promotion).
 Member, Board of Management of the University of Ilorin
Teaching Hospital (UITH).
 As a Member of the Management Board of UITH, Dr. Enabulele received a
‘’Letter of commendation’’ awarded by the Kwara State branch
of Nigerian Medical Association (NMA; April 20, 2010) on
account of what was termed “his uncompromising defense of
merit and best practices as a Member of the Board of
Management of the University of Ilorin Teaching Hospital
(UITH)”.
 Member, Board of Management of the Lagos University Teaching
Hospital (LUTH); November 25, 2013 – July 2015.
 As a member of the Management Board of LUTH, Dr Enabulele was highly
appreciated for his unwavering integrity and objectivity.
 He served as the Chairman of the Screening Committee for
appointment of both the Chief Medical Director (CMD) and the
Director of Administration (DA) of the Lagos University
Teaching Hospital (LUTH) in the year 2015.
 On Tuesday, 6th of March, 2018, Dr. Enabulele was reappointed
as a Member of the Board of Management of the Lagos
University Teaching Hospital (a position in which he has
dutifully served to date).

CONTRIBUTIONS TO MEDICAL TRAINING
Dr. Enabulele has been involved in the teaching and training of Resident doctors in
Family Medicine. He also supervises the Part II Fellowship dissertations of Resident
doctors undergoing training in the Department of Family Medicine, UBTH.
He is an External Examiner with the Department of Family Medicine,
Faculty of Medicine, College of Medical Sciences, University of Calabar,
Calabar, Nigeria.
Dr. Enabulele is a Postgraduate Examiner with the Faculty of Family Medicine, West
African College of Physicians; and a Member of the Accreditation Team of the Faculty
of Family Medicine, West African College of Physicians.
In line with his passion for academic excellence, Dr. Osahon Enabulele
instituted an academic prize for the best graduating medical and dental
student in the University of Benin. This has been running for many years.
As Head of Department (HOD) of Family Medicine at the University of
Benin Teaching Hospital, Dr. Enabulele achieved the following modest feats,
amongst others:
(i) The development of a Departmental Vision, Mission, Strategic
Plan of Action with clear Performance targets such as a 100%
pass rate at every stage (written and clinical) of the
postgraduate examinations (Membership and Fellowship)
conducted by the National Postgraduate Medical College of
Nigeria and the West African College of Physicians.
(ii) Improvement in the pass rate at the Membership examinations of both
the National Postgraduate Medical College of Nigeria and the West
African College of Physicians. It is on record that within 5months
of his appointment as HOD, the pass rate of Resident doctors
in the Department improved from an average of 14% recorded
over the last 4 years to 67.5% and 100% respectively. The
department has since then maintained a 100% pass rate at the
membership exams.
(iii) Under 15months as HOD, the Department produced 10 Senior
Registrars/Senior Residents. This is a marked improvement
from an average production of 1-2 Senior Registrars per year
experienced in the period preceding his appointment.
(iv) Establishment of a Department of Family Medicine in the
University of Benin to teach courses in Family Medicine to
undergraduate medical students of the university. This followed
the historic approval of the Department’s proposal by the Senate of the
University of Benin on the 4th of December, 2017.

INTERNATIONAL EXPOSURE AND ATTENDANCE AT
WMA MEETINGS AND OTHER CONFERENCES
Dr. Enabulele has participated in several national and international conferences, as
well as meetings of the World Medical Association (WMA), and has good exposure in
international affairs. Some of the conferences and WMA General Assemblies he has
attended and played active roles, include the following, amongst many others:
1) During Dr. Enabulele’s tenure as President of the Nigerian Medical
Association, the association hosted the 1st West African Regional
Meeting anchored and chaired by the then President of the World
Medical Association, Dr. Margaret Mungherera. This historic
meeting held in Benin City, Nigeria on Thursday, May 1st, 2014.
2) Dr. Enabulele was Chairman of the Scientific Session of the World
Medical Association (WMA) Africa Regional End of Life Meeting on
‘’An Excursion into the End-of-Life Spectrum: Defining the
boundaries between Palliative care, Euthanasia and Physician-
assisted Suicide’’, held on February 1st and 2nd 2018 at the
Transcorp Hilton Hotel and Towers, Maitama, Abuja.
3) He participated in the 57th General Assembly of the World Medical
Association (WMA) held in Pilanesberg, South Africa (October 10-
17, 2006).
4) He represented the Nigerian Medical Association at the 63rd
General Assembly of the World Medical Association (WMA) held in
Bangkok, Thailand (October 10-14; 2012).
5) He represented the Nigerian Medical Association at the 64th
General Assembly of the World Medical Association (WMA) held in
Fortaleza, Brazil (October 14-19; 2013).
6) He participated in the 65th General Assembly of the World Medical
Association (WMA) held in Durban, South Africa in October 2014.
7) He participated in the 66th General Assembly of the World Medical
Association (WMA) held in Moscow, Russia in October 2015.
8) He participated in the 67th General Assembly of the World Medical

Doctors’ Unions/NMAs’’. A Guest Lecture delivered at the Junior Doctors
Network (JDN) Meeting of the World Medical Association held on Wednesday,
19th April, 2017, at Chrismar Hotel, Livingstone, Zambia.
(ii) Live Guest appearance on a 1hour Voice of America Panel discussion
programme (Straight talk Africa) on ‘’Why African Leaders travel abroad for
medical treatment’’ aired live on Wednesday, 23rd August, 2017 at 7.30pm
Nigerian time.
(iii) ‘’Making the National Health Act operational’’. A keynote address
delivered at the opening ceremony of the National Executive Council (NEC)
meeting of the Nigerian Medical Association held on Thursday, 25th August,
2016, at Villa Toscana hotels, Enugu, Enugu State, Nigeria.
(iv) ‘’NMA and Leadership in the health sector’’. A lecture delivered at the
leadership retreat for State branches and Affiliate bodies of Nigerian Medical

In recognition of his leadership attributes, Dr Enabulele has received over 30 awards
and recognitions to his credit.
Dr. Enabulele was named an ICON in the year 2009 by the Daily Champion
Newspaper on account of what was termed his undeniable and inspiring contributions
to the Nigerian Medical Association and Nigeria’s health care system, as well as his
untiring efforts at proactively and progressively combating oppressive anti-people
policies of Government—Daily Champion; VOLUME 22; No.078 of Monday, April
20, 2009.
He was also featured as a Youth Achiever in the June 27, 2009 Saturday edition
(No. 793) of the Nigerian Tribune Newspaper, as well as in the 2010 edition of the
EDO STATE “WHO IS WHO” Personality Almanac.
