Association
Dr.
Kloiber
has
served
as
Secretary
General
of
the
World
Medical
Association
since
2005.
Prior
to
that,
he
served
as
Secretary
of
the
German
Medical
Association
(1997
-‐
2002)
and
Deputy
Secretary
General
of
the
German
Medical
Association
(2002
-‐
2005).
He
also
served
as
a
member
of
the
Study
Commission
on
the
Law
and
Ethics
of
Modern
Medicine
of
the
German
Bundestag
(Parliament),
14th
electoral
term.
From
1991
–
1997,
Dr.
Kloiber
served
as
foreign
relations
adviser
to
the
German
Medical
Association
(Federation
of
the
State
Chambers
of
Physicians)
maintaining
international
and
bilateral
contacts
and
co-‐operations
in
European
and
international
bodies,
international
and
foreign
health
policy,
co-‐operation
with
central
and
east
European
organizations
and
administrations,
support
for
health
and
social
policy
reforms,
and
construction
of
the
German
Health
Network
(DGN).
Dr.
Kloiber
served
with
the
Standing
Committee
of
European
Doctors
(CPME),
the
World
Medical
Association
(WMA),
the
International
Conference
of
Medical
Chambers
(ClO),
the
European
Forum
of
Medical
Associations,
the
World
Health
Organization
(WHO),
and
other
national
medical
associations.
Dr.
Kloiber
has
been
instrumental
in
the
implementation
of
regional
conferences
of
National
Medical
Association
Leadership,
in
the
planning
and
implementation
of
the
WMA/Caring
Physician
of
the
World
Physicians
Leadership
Courses,
and
in
the
publication
of
the
Caring
Physicians
of
the
World
books.
Dr.
Kloiber
serves
as
the
International
Fellow
and
Advisor
for
the
Center
for
Global
Health
and
Medical
Diplomacy
at
the
University
of
North
Florida
(UNF).
He
also
served
as
Clinical
Professor
in
Health
Administration
at
the
UNF
Brooks
College
of
Health
from
2009
to
2013.
Dr.
Kloiber
lectures
internationally
on
medical
ethics
and
deontology
under
the
influence
of
health
system
organization
and
its
relation
to
the
provision
of
medical
services.
Dr.
Kloiber
studied
medicine
at
the
University
of
Cologne
from
1974
until
1985.
He
prepared
his
doctoral
thesis
in
experimental
brain
research
at
the
Max-‐Planck-‐Institute
for
Neurological
Research,
Cologne.
From
1985
through
1986
he
was
a
Postdoctoral
fellow
at
the
University
of
Minnesota,
Duluth,
USA,
Department
of
Biochemistry,
neurotoxicology
and
cerebral
substance
transport.
In
1986
he
returned
to
the
Max-‐Planck-‐Institute
for
Neurological
Research,
Cologne
to
do
research
on
brain
energy
metabolism
and
cerebral
blood
flow.
In
2006,
Dr.
Kloiber
received
an
honorary
doctorate
of
the
Victor
Babes
University
for
Medicine
and
Pharmaceutics
from
Timisoara,
Romania.
