z The business leaders, healthcare organizations, and municipal leaders together launched the
Japan Health Conference in July 10, 2015, in which the private-sector takes the initiative to
promote progressive preventative care and health development among local governments,
companies, and insurers, with the aim of extending healthy life expectancy and optimizing the
healthcare expenditure.
z To develop cross-sectional progressive efforts in local governments, companies, and insurers,
the Conference adopted the “2020 Declaration of Healthy Community and Workplace
Development,” which incorporates the key performance indicators toward 2020.
z To ensure to achieve these goals,
1) A working group will be established for each project, and the Ministry of Health and the
Ministry of Economy will cooperate in investigating specific approaches so that any bottle
necks will be eliminated and the cases of good practice can be expanded.
2) The “Japan Health Conference Portal Site” will be established to promote competition,
for example by visually describing the project status by area or field of business.

Areas of collaboration
a)The realization of Universal Health Coverage for All, with special
focus on the role of physicians and their professional
organizations, facilitating understanding of the concept and
proactive participation.
b)Strengthening education, employment and management of health
workers. The WHO Global Strategy on Human Resources for
Health: Workforce 2030, the recommendations of the UN High
Level Commission on Health Employment and Economic Growth
and the Working for Health five-year action plan provide the
overarching policy and strategic framework at international level
for collaboration on human resources for health issues. 30

c) Promoting actively health-related human rights and to ensuring
the full respect of medical ethics for all people worldwide,
including support for the implementation of the Joint UN
Statement on Eliminating Discrimination in Health Care Settings
by taking action on the Social Determinants of Health.
d) Strengthening and developing systems of emergency and
disaster preparedness on the national and international level with
specific focus on the role of physicians and their professional
organizations.

Form Presidential Policy Address
I have decided to undertake my fourth term because I have a 
strong desire for Japan’s healthcare system, which was built upon 
integration of the universal health insurance coverage and the 
medical care provision systems centered on Kakaritsuke Physicians 
(primary care physicians), to improve, rising to an even higher level 
through carefully listening to the voices of individual members who 
serve as the backbone of community medicine.
