GUIDELINES FOR PARTICIPATION OF INTERGOVERNMENTAL AND
NONGOVERNMENTAL ORGANIZATIONS IN OFFICIAL RELATIONS
WITH THE WORLD HEALTH ORGANIZATION
DURING THE SEVENTIETH SESSION OF THE
WHO REGIONAL COMMITTEE FOR THE WESTERN PACIFIC,
7 – 11 October 2019, Manila, Philippines
WHO values its partnerships with intergovernmental, nongovernmental and other
organizations (referred to as “non-State actors”) in official relations and recognizes their
importance in achieving global health outcomes. In this regard, we encourage their
participation in the Regional Committee.
Participation in such meetings is governed by the WHO’s Framework of engagement
with non-State actors, adopted during the World Health Assembly in May 2016. 1
Non-State
actors may participate in sessions of the Regional Committee without the right to vote.
Notification of participation at the Regional Committee
Non-State actors (NSAs) in official relations with WHO automatically receive an
invitation to the annual session of the Regional Committee and are kindly requested to inform
the Regional Director of the name(s) of their representative(s) by 15 August 2019.
Issuance of identification badges
Representatives of organizations that have previously notified the Secretariat of their
participation will have identification badges waiting for them at the WHO Travel Desk at their
hotel upon check-in. During the session, badges can be collected at the Enquiry Desk upon
registration at the session venue.
If WHO has not been informed in advance, the representative(s) should present a copy
of the WHO invitation and the formal letter of accreditation on the organization’s letterhead to
the WHO Enquiry Desk on your first day of attendance. The representative(s) may then be
issued a badge.
Seats for NSAs in official relations with WHO will be available for those who have
registered online and have given their nomination to WHO in advance. Representatives are
kindly requested to wear their identification badge at all times during sessions and official
functions.
Regional Committee Documentation
Representatives of NSAs may visit the WHO Regional Committee webpage –
https://www.who.int/westernpacific/about/governance/regional-committee/seventieth-session/
to access all working documents in English and French prior to the opening day of the session.
In line with WHO’s green initiative, documentation issued during the session, e.g.
daily journals and resolutions, will be made accessible online while limited copies will be
available at the Enquiry Desk.

Delivery of statements at the Regional Committee session
Representatives of NSAs in official relations with WHO will be given an opportunity
to make a statement under the agenda item relating to theiractivities.
Statements may be delivered in written or verbal form. The mode of delivery depends
on the time available in the respective session and statements will be allowed at the discretion
of the Chairperson.
For verbal delivery, representatives are kindly requested to make brief statements not
exceeding 300 words (approximately three minutes in reading time) while written statements
should not exceed 500 words.
Further, statements should not raise issues of a purely political nature that are unrelated
to the topic and should not contain any inappropriate or offensive references to Member States.
The nomenclature used to refer to Member States, or areas of Member States, must follow that
of the United Nations. Titles of individuals, organizations and/or specific documents should be
correct. There should be no obvious spelling/grammatical errors.
Representatives are requested to submit their statements indicating the relevant agenda
item and preferred mode of delivery via email to the Protocol Officer (wproprotocol@who.int)
not later than 27 September 2019.
In line with WHO’s transparency agenda, all statements will be made publicly
available at a designated webpage. Further, as statements reflect solely the views of the NSA
concerned, it follows that posted statements do not necessarily reflect the views of the World
Health Organization, including its Member States andSecretariat.
