Opening and global and regional updates from WHO
08:30–09:00 Welcome and high-level segment with invited dignitaries
09:00–09:30 Opening of the session
• Election of officers

The outgoing Executive President of the 73rd session of the WHO Regional
Committee for Europe (RC73) will open the proceedings and conduct the election of
the officers of RC74: President, Executive President, Deputy Executive President and
Rapporteur. The Regional Committee will then be invited to adopt the agenda and
programme of the session.
09:30–10:00 Address by the WHO Director-General
In his address, the WHO Director-General will highlight current key challenges in
global health and inform the Regional Committee about WHO’s responses.
10:00–10:30 Healthy break
10:30–11:15 Address by and report of the WHO Regional Director for Europe
The WHO Regional Director for Europe will report on the work of the WHO Regional
Office for Europe (WHO/Europe) work since the last session of the
Regional Committee.
11:15–13:00 General discussion: the state of health in the WHO European Region
Following the Director-General’s and Regional Director’s addresses, a general
debate will be held on the state of health in the WHO European Region and the
strategic action taken by WHO to achieve the goals of the European Programme of
Work, 2020–2025, and the 2030 Agenda for Sustainable Development.

To conclude this item, the Regional Committee will be invited to adopt the related

15:30–16:00 Report of the Thirty-first Standing Committee of the Regional
Committee for Europe
The Chairperson of the Thirty-first Standing Committee of the Regional Committee
for Europe (SCRC) will present its consolidated report (including the report of the
fifth regular session of the Thirty-first SCRC). The Regional Committee will be invited
to adopt a related draft decision.
16:00–16:30 Healthy break
16:30–17:00 Matters arising from resolutions and decisions of the World Health
Assembly and the Executive Board
The Regional Committee will be invited to consider the implications for the Region
of the technical resolutions and decisions adopted by the Seventy-seventh World
Health Assembly and by the Executive Board at its 155th session and to provide
input for related discussions at global level.
The link between the Executive Board and the SCRC will deliver a statement on
this topic.
The implications of these resolutions and decisions will also be considered in
discussions on related agenda items.

Governance and programme budget matters
09:00–12:30 Private meeting: elections and nominations
• Nomination of the Regional Director
• Nominations of two members of the Executive Board
• Election of four members of the SCRC
• Election of one member in Category 2 of the Policy and Coordination
Committee (PCC) of the Special Programme of Research, Development
and Research Training in Human Reproduction (HRP)
In a private meeting, Member States will consider the nominations received for
membership of WHO governing bodies and committees, including for the post of
Regional Director. The Regional Committee will be invited to adopt a draft decision
on the appointment of the Regional Director.
The Regional Committee will, additionally, consider the process for nominating
elective posts for the Seventy-eighth World Health Assembly and for the Executive
Board at its 157th session in May 2025.
The outcomes of the meeting will be announced during the opening of the
subsequent plenary session.
12:30–14:00 Lunch break
A high-level technical briefing on One Health, followed by a networking lunch, will
also be organized.

14:00–15:15 Governance and leadership of the WHO European Region
• WHO/Europe Accountability Report 2024
• Business operations (including audit and compliance)
• Governance and leadership
• Engagement with non-State actors
To help further strengthen WHO/Europe’s accountability and transparency, and
support participatory governance, the Regional Committee will be invited to take
note of the 2024 Accountability Report, which presents an overview of how
WHO/Europe is resourced, structured, managed and governed, together with the
five-year report on the work of the geographically dispersed offices.
During the discussion on governance and leadership, the Regional Committee will be
presented with an update on the implementation of the recommendations from the
governance review that was conducted in 2023, which were welcomed by the
Regional Committee at RC73.
The Regional Committee will also consider the application of new non-State actors
not in official relations with WHO to be accredited to attend the sessions of the
Regional Committee. In addition, it will review the status of the six non-State actors
accredited at RC71. The Regional Committee will be invited to adopt a related draft
decision. For this subitem, delegations are advised to contribute through
written statements.

15:45–17:00 Programme budget matters
• Accountability Report
• WHO Programme budget 2022–2023 results report
• Developing the WHO Programme budget 2026–2027
• WHO investment round
The Regional Committee will be presented with the final implementation report of
the programme budget for the previous biennium and the implementation outlook
for Programme budget 2024–2025.
17:00–17:15 Progress reports
The Regional Committee will be invited to note the following progress reports.
Pillar 1: 1 billion more people benefiting from universal health coverage
• Leveraging digital transformation for better health in Europe: Regional
digital health action plan for the WHO European Region 2023–2030
(EUR/RC72/R2)
• Establishment of a new geographically dispersed office (GDO) for
primary health care in Kazakhstan (EUR/RC63(1))
Pillar 3: 1 billion more people enjoying better health and well-being
• European regional action framework for behavioural and cultural
insights for equitable health, 2022–2027 (EUR/RC72/R1)
For this item, delegations are advised to contribute through written statements.
The progress reports will also be considered in discussions on related agenda items.

17:15–18:00 Matters arising from resolutions and decisions of the World Health
Assembly and the Executive Board (cont.)
The Regional Committee will be invited to consider the implications for the Region of
the governance and institutional resolutions and decisions adopted by the Seventy-
seventh World Health Assembly and by the Executive Board at its 155th session and to
provide input for related discussions at global level.
The implications of these resolutions and decisions will also be considered in
discussions on related agenda items.

Technical priorities and closure of the session
09:00–10:30 Framework for action on resilient and sustainable health systems in the
WHO European Region 2025–2030
The Regional Committee will be invited to consider a framework for action on resilient
and sustainable health systems, informed by WHO/Europe’s health systems thinking
and related activities during 2023, which culminated in the Tallinn Charter 15th
Anniversary High-level Conference held in Tallinn, Estonia, 12–13 December 2023.
The Regional Committee will be invited to adopt a related draft decision.
10:30–11:00 Healthy break
11:00–12:30 Health emergency preparedness, response and resilience in the WHO
European Region 2024–2029: preparing for a new regional strategy and
action plan (Preparedness 2.0)
In the context of the strengthening of the global architecture for health emergency
preparedness, response and resilience, and following the mandate provided by RC72
and updated at RC73, the Regional Committee will be invited to consider a strategy
and action plan on health emergency preparedness, response and resilience in the
WHO European Region 2024–2029 (Preparedness 2.0), which aims to support
countries to develop fit-for-purpose national health emergency preparedness and
response plans.
The Regional Committee will be invited to adopt a related draft decision.

14:00–15:30 Emergency Medical Teams regional action plan 2024–2030
Closely related and linked to the work towards the strategy and action plan on
health emergency preparedness, response and resilience in the WHO European
Region 2024–2029 (Preparedness 2.0), the Regional Committee will be invited to
endorse the Emergency Medical Teams regional action plan 2024–2030, based on
the global Emergency Medical Teams 2030 Strategy.
The Regional Committee will be invited to adopt a related draft decision.
15:30–16:30 Developing a strategy for harnessing health innovations and emerging
technologies in the WHO European Region 2025–2030
The Regional Committee will be consulted on the development of a strategy
for harnessing health innovations and emerging technologies in the Region for
2025–2030, which will be presented for endorsement at RC75.

16:30–17:00 Confirmation of dates and places of regular sessions of the Regional
Committee in 2025–2028
The Regional Committee will be invited to consider possible dates and venues for
sessions of the Regional Committee for 2025–2028 and to adopt a related
draft decision.
Other matters
Closure of the session
The President of RC74 will close the session.
18:00–19:00 Thirty-second Standing Committee of the Regional Committee
for Europe
Following the closure of the session, the Thirty-second SCRC will hold its first session to
determine any immediate action points and discuss an initial programme of work.
