IN OFFICIAL RELATIONS WITH WHO AND
REGIONAL NON-STATE ACTORS ACCREDITED TO
ATTEND THE 74th SESSION OF THE
WHO REGIONAL COMMITTEE FOR EUROPE
Dear Sir/Madam,
Invitation to the 74th session of the WHO Regional Committee for Europe,
29–31 October 2024, Copenhagen, Denmark
I have the honour to convene the 74th session of the WHO Regional Committee for Europe (RC74), in accordance
with Rule 4 of the Rules of Procedure of the Regional Committee for Europe. The Regional Committee is the highest
decision-making body of the 53 Member States in the WHO European Region (WHO/Europe) and shapes political
commitment and action to improve public health and health outcomes across the Region.
As we approach the end of the current European Programme of Work, 2020–2025, RC74 will provide a unique
platform to celebrate the advances we have made on shared priorities and to reflect together on four years of impact in
countries through united action for better health. Importantly, RC74 will nominate the WHO Regional Director for
Europe for the 2025–2030 period – a critical time for WHO and its Member States as we move forward together to
implement the Fourteenth General Programme of Work, supported by the forthcoming WHO Investment Round.
In addition, RC74 will provide an opportunity to tackle priority health challenges, including next steps in improving
access to novel medicines; building resilient and sustainable health systems; operationalizing One Health; and ensuring
preparedness for future emergencies, in which emergency medical teams will play a key role. As we set course for
2030, we will also consider how to harness health innovations and emerging technologies to improve health for all.
This year, delegates are invited to attend the session in person from 29 to 31 October at UN City in Copenhagen,
Denmark. I enclose, for information, the RC74 provisional programme. A guide for participants is also enclosed in
English, with further languages to follow shortly.
RC74 will be preceded, in the afternoon of 28 October, by a non-State-actor (NSA) event showcasing the potential of
our collaboration and showing appreciation to the NSA partners of WHO/Europe. I hope to welcome many NSA
delegates to the event. There will also be virtual side events every Monday from 2 September to 14 October, from
10:00 to 11:30 CEST. For detailed instructions on NSA statements and other practical information, refer to the
“Guidance note for non-State actors”. I would like to encourage you to include a youth delegate, as part of the
WHO/Europe commitment to increase youth engagement in public health decision-making in the Region.
