Dear Sir/Madam,
Invitation to the 73rd session of the WHO Regional Committee for Europe
24–26 October 2023, Astana, Kazakhstan
I have the honour to convene the 73rd session of the WHO Regional Committee for Europe (RC73), in accordance
with Rule 4 of the Regional Committee’s Rules of Procedure. The Regional Committee is the highest decision-making
body of the 53 Member States in the WHO European Region and shapes political commitment and action to improve
public health and the health conditions of the people living in the Region. This year, delegates are invited to meet in
person from 24 to 26 October in Astana, Kazakhstan. The session will be generously hosted by the Government of
Kazakhstan, under the patronage of H.E. Mr Kassym-Jomart Tokayev, President of Kazakhstan.
You are cordially invited to attend RC73 in person. The session will focus on addressing key challenges in our Region,
such as the health and care workforce, pandemic preparedness, migrant and refugee health, and antimicrobial
resistance. At the same time, as we set a path to 2025, we will plan how we continue together to tackle existing and
emerging challenges for public health in our Region for the next two years.
The Regional Committee session will be preceded on 23 October by the international conference Primary Health Care
Policy and Practice: Implementing for Better Results. RC73 participants are invited to attend this conference, which
will commemorate the fifth anniversary of the Astana Declaration and the 45th anniversary of the Declaration of Alma-
Ata on primary health care. A separate invitation to this event is being dispatched. For information, I enclose the
provisional programme for RC73, which has been designed to allow ample opportunities for networking and
discussion of emergent health priorities on the margins of the session. A guide for participants is also enclosed in
English, with further languages to follow shortly.
For RC73, non-State actor representatives can submit written and video statements by 11 October and oral statements by
18 October. Joint oral statements are encouraged and are allotted two minutes in the plenary session. Written and video
statements will be posted on the RC73 website. The RC73 session will be held in person and livestreamed. For detailed
instructions on statementsand other practical information, referto the Guidance note on non-Stateactorstatements. There
will also be six virtual side events in the lead-up to RC73 every Monday from 4 September to 9 October, from 10:00 to
11:30 CEST. In addition, I would like to encourage you to include a youth delegate, as part of the WHO Regional Office
for Europe’s commitment to increase youth engagement in public health decision-making in the Region.
