12.3 Global Health for Peace Initiative (GHPI)
Distinguished delegates,
The WMA agrees that peace and health are mutually supportive.
We wish to emphasize that International Humanitarian Law protects healthcare under the condition
that health personnel and facilities are dedicated exclusively to the medical function. Impartiality
fosters trustworthy relationship in care and is paramount for the safety of health personnel and
patients and to promote a trust
We fear that GHPI’s aims to promote peace and “influence conflict dynamics in a positive way”1
breaches the principle of medical neutrality, while increasing the burden of an already pressured
workforce.
We strongly recommend more clarity and details in the roadmap so that the impartial provision of
health care is duly guaranteed in accordance with Humanitarian Law.
In all contexts, health personnel must be provided with the adequate conditions to strictly comply
with their ethical duty to protect the health and well-being of their patients.
